Chung Chang

Chung Chang currently serves as the Strategic Broadband Coordinator for the State of Hawaii, responsible for planning, implementing, and evaluating statewide broadband and digital equity programs. Prior to this role, Chung held various positions, including Committee Clerk of the Senate Committee on Ways and Means, where responsibilities included developing the state financial plan and organizing office procedures. As the Deputy Director of the Department of Business, Economic Development and Tourism, Chung supervised daily operations and led the Economic Innovation Team. Previous experience includes managing a family-owned restaurant, operating a consulting business, and working in various roles at the Hawaii State Senate, Cuzco Development USA, LLC, and HMSA. Chung has a comprehensive background in business management, financial analysis, and legislative processes, complemented by education from the University of Hawaii at Manoa.
