John Fulton is an experienced investigator with a strong background in public safety and law enforcement. Currently serving as the Lead Investigator/Supervisor for the State of New York's OPWDD OIIA Special Investigations Unit since June 2022, John has previously held roles as an Investigator at the same agency and as a Monitoring and Fact Finding Officer with the OSCE, where responsibilities included conducting field interviews and drafting reports on violations of the Minsk Agreements. John has extensive investigative experience from earlier positions, including Senior International Police Adviser for the OSCE, Organized Crime Investigator for EULEX Kosovo, and various roles in the City of Raleigh, where involvement ranged from gang-related crime investigations to serving as an FBI Task Force Agent. Academic credentials include a Master’s degree in Diplomacy with a focus on International Terrorism from Norwich University and a Bachelor’s degree in Liberal Arts from Union Institute & University.
