Douglas C. Otto, Jr. has extensive experience in engineering and project management. From 2022 onwards, they have been serving as the Vice President of Engineering at the Alabama Port Authority, where they oversee facility engineering, capital improvement projects, environmental and grant management programs, and dredging and dredge material management. Prior to this, Douglas worked at the US Army Corps of Engineers from 2008 to 2019, holding the position of Chief of Engineering Division, Mobile District. In this role, they were responsible for engineering services for various programs, including Military, Civil Works, and Support-for-others, and led a team of 150 employees.
Douglas C. Otto, Jr. has a Bachelor's degree in Civil Engineering from Auburn University, which they earned from 1976 to 1981. Douglas C. then pursued a Master of Science (M.S.) degree in Civil Engineering at the Georgia Institute of Technology from 1981 to 1982. Later, they attended the USAF Air Command and Staff College, completing their studies in 2002. Finally, they attended the USAF Air War College until 2007. In terms of additional certifications, they obtained a Facilities Engineer Level III certification from the Defense Acquisition University in 2011 and became a Licensed Professional Engineer in 1987.
