David Dwyer currently serves as General Counsel for Policy and Regulatory Affairs at the Structured Finance Association, a position held since September 2023. Dwyer's extensive legal experience includes a role as Senior Counsel for the United States Senate's Committee on Banking, Housing and Urban Affairs, where responsibilities encompassed oversight, investigations, and various securities and national security matters. Prior to this, Dwyer worked at the U.S. Department of the Treasury in multiple senior roles related to corporate finance, policy advisory, and pandemic recovery oversight. Additional experience includes positions at BNY Mellon, State Street, Bank of America Merrill Lynch, Paul Hastings, Simpson Thacher & Bartlett LLP, and Linklaters, specializing in capital markets, banking, and regulatory affairs. Dwyer holds degrees from Dartmouth College, Notre Dame Law School, and completed the Senior Executive Leadership Program at Stanford University.
