Bill Blackburn

As Vice President, Bill Blackburn oversees the SEACORP’s Platform Engineering business area, which includes Platform Systems Engineering & Integration, Sonar and Acoustic Engineering and Imaging. He brings over 38 years of experience with major Submarine Weapons Systems and Submarine Combat Systems, specifically in the areas of software development, systems engineering and project/program management.

Prior to joining SEACORP, Bill provided program management leadership while the Customer Advocate/Program Manager for the Naval Undersea Warfare Center (NUWC) Virginia Class Submarine Program for eight years and was responsible for the VA Class program technically, fiscally, and programmatically. During this time, he was responsible for an annual budget of $130M+ across all aspects of the Non-Propulsion Electronics System (NPES) covering all departments at NUWC. Bill also has extensive experience in Integration and Test as the Combat System Branch manager for NUWC Code 25 for eight years; leading many major test, laboratory, and shipboard events.
