Loving Company, Scott is responsible for overseeing budgeting and proposals for a wide variety of project delivery methods including hard bid, construction management, design-build and negotiated contracts. He specializes in developing budgets and deliverables that align with available funds while adhering to all project constraints as the project moves through development stages. He fully understands client needs and what is expected of T. A. Loving. Scott excels in partnering with the owner and design team to ensure each project is completed successfully.
Scott is a graduate of East Carolina University with a B.S. in Construction Management and has over twenty five years of experience in pre-construction services.
