Paul Cooper is a highly experienced professional currently serving as a member of the Institute of Directors in New Zealand since December 2024. As Group Manager Environmental Services at Timaru District Council since May 2021, Paul plays a key role in the executive leadership team, overseeing statutory functions and serving as a Civil Defence Controller and Recovery Manager. Previously, Paul held the position of Regulatory & Compliance Group Manager at Waimate District Council and served in various capacities at Timaru District Council, including Environmental Compliance Manager. With a background as a Police Detective and Marine Engineer in the Royal Navy, Paul also holds educational credentials in emergency management and public relations from Massey University and Open Polytechnic of New Zealand.

Taituarā is the national organisation that supports and develops local government professionals around New Zealand. We focus on providing professional leadership, promoting innovation and excellence in management practices and developing sector capability to enhance service delivery to our local communities. Taituarā is the voice of Local Government professionals and advocates on their behalf on the issues that impact management within the sector. We work with integrity and diligence for our members and the rest of the local government profession providing thought leadership and guidance on the role of good local government management. We work with our sector policy makers on the development of submissions to central government, engage with relevant central government agencies and develop briefing documents for the Minister of Local Government.
