Ursula Barrera-Richards, JD, currently serves as the Chief Human Resources Officer for TARTA since March 2024. Prior to this role, Ursula held the same title at Zepf Center from November 2017 to March 2024. Ursula's professional experience includes serving as the Director of Human Resources Labor Relations at the Ohio Department of Mental Health & Addiction Services from 2015 to 2017 and as the Director of HR & Labor Relations for the Lucas County Auditor from 2011 to 2015. Ursula Barrera-Richards earned a Juris Doctor degree from The Ohio State University Moritz College of Law between 2004 and 2007, and also pursued studies at Cornell University and The University of Toledo.

TARTA
Toledo Area Regional Transit Authority (TARTA) is a public transit agency that has been transporting people in the Toledo area of Ohio since 1971. TARTA has more than 30 bus routes in and around the Toledo metropolitan area serving nine communities and carries approximately 3.5 million passengers each year. Every TARTA bus uses biodiesel fuel, andis equipped with bicycle racks.[1] All are wheelchair accessible. The transit authority also has special buses designed especially for disabled riders called TARPS (Toledo Area Regional Paratransit Service), which acts along the lines of the Americans with Disabilities Act.
