Mr. Phil Calbos joined TechSource as a Board Member and Nuclear Security Enterprise (NSE) Subject Matter Expert. He has a proven ability to organize and lead large, multi-dimensional organizations with multiple constituencies advocating for competing objectives. His knowledge and expertise in strategic planning has enabled him to effectively translate long-range plans to policies, programs, and budgets that address top priorities, including advocating for and advancing Diversity, Equity, Inclusion, and Accessibility (DEIA) in the workplace. He’s highly adept at distilling and tailoring complex information and communicating to diverse audiences in order to gain support, and he has a solid record of accomplishments balancing constrained resources—people and money—to meet the demands of continuously evolving requirements.
Phil served as Principal Assistant Deputy Administrator for Defense Programs at the Department of Energy’s National Nuclear Security Administration (NNSA). His mission-driven leadership guided Defense Programs through its most transformative period since the end of the Cold War. His achievements included lasting benefits to the long-term health, safety, and security of the Nation's nuclear deterrent, as well as the organization tasked with maintaining the nuclear stockpile. He received multiple distinguished awards including the Presidential Rank Award for sustained extraordinary accomplishment, the Secretary’s Appreciation Award, and the Administrator’s Gold Service Award.
Prior to his work in NNSA, Phil served in the Office of Management and Budget as an analyst and Branch Chief for national security programs, and he served in the Army as an infantry officer.
He holds a Master’s degree from Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies (SAIS), a Master’s degree from the National War College, and a Bachelor's Degree from United States Military Academy at West Point.
