Carlos Mellinas

Carlos Mellinas possesses extensive experience in Health, Safety, Security, and Environment (HSE) management, currently serving as Site HSE Manager for the INEOS Project One with Tecnicas Reunidas since August 2021. Prior roles include HSSE Site Manager for the Heydar Aliyev Oil Refinery Modernization and Reconstruction Project and HSE Site Manager for various projects, including the Touat-Gaz Project and Hail Surface Facilities EPS Project. Carlos has also contributed as HSE Deputy Manager for the Sturgeon Refinery Project and held several HSE-related positions from January 2009 to June 2021. Carlos's earlier career includes an HSE Engineer role at SABIC and a solid educational background with a Master’s in Risk Prevention and a degree in Marketing and Advertising.
