Don Franks

Don Franks is an experienced professional in the rail safety and operational management sectors. Currently serving as the Rail Safety and Compliance Section Director for the Texas Department of Transportation since February 2025, Don has previously held significant leadership roles, including Vice President of Operations at Hulcher Services from February 2012 to February 2025, where oversight of operations across a network of 31 divisions was established. Don's extensive background also includes positions such as Regional Vice President - Field Operations and Regional Vice President of Operations at Hulcher Services, and General Manager at Big R Bridge LLC.
