Sara Ulbrich

Sara Ulbrich, J.D., MPAff, serves as the Financing & Debt Program Manager for the Grand Parkway System at the Texas Department of Transportation, where responsibilities include overseeing financial programs for a significant toll facility. Prior experience includes roles as a Program Officer at the Local Initiatives Support Corporation, where research on charter school creditworthiness was published, and as a Senior Credit Analyst at MBIA, specializing in public finance and credit risk assessment. Additionally, Sara completed legal research as a Law Clerk for the Texas Attorney General and assisted in legislative processes as a Legislative Assistant in the Texas House of Representatives. Educational credentials include a Juris Doctor from The University of Texas School of Law, a Master of Public Affairs from the LBJ School of Public Affairs, and a Bachelor of Arts in Government from The University of Texas at Austin.
