Refugio Rodriguez has extensive experience in the water and wastewater industry, currently serving as an FMT Specialist at Texas Rural Water Association since November 2008, providing financial managerial and technical assistance to rural systems. Prior to this role, Refugio worked at LNV, Inc. from September 2001 to December 2007 as an Operator and Inspector, overseeing operations of water and wastewater facilities and conducting inspections for both underground and above-ground utilities. Refugio holds a degree in Liberal Arts with a focus on History from Texas A&M Corpus Christi, earned between 1996 and 2000.

The Texas Rural Water Association is a statewide nonprofit educational and trade association dedicated to the improvement of water quality and supply. Our motto is "Progress Through Unity." Founded in 1969, TRWA represents a full spectrum of the rural water community including nonprofit water supply and sewer service corporations, special utility districts, municipal utility districts, WCIDs, small municipal utilities and privately-owned water utilities. Membership includes more than 750 water utilities in Texas who supply water to approximately 3 million people.
