Bart had a 34 year career spanning planning and administration. His career began as a community development planner with Planning District 14 where he developed ordinances, community development block grant applications, and other studies for a 7 county, 11 town region. He then moved to Southern Pines N.C. as there planner and was promotes soon there after to planning director where he served for 31 years until his retirement. During his tenure Bart was responsible for supervision and direction of staffing, budgeting, and management for planning, code enforcement, and building inspections for the town and ETJ region. He brings extensive experience in working with elected councils and appointed boards during his career.
Bart has been a member of the American Planning Association, American Society of Public Administrators, Urban Land Institute, North Carolina Association of Zoning Officials, Congress of New Urbanist. Bart served on the board of directors of the Fort Bragg Regional Land Use Advisory Commission and several regional transportation organizations. He was awarded a Bachelor of Science degree in Public Administration from Ferrum College and completed various course work receiving certifications from the Institute of Government at the University of North Carolina at Chapel Hill.
