Kelly is a customer-driven planning professional committed to creating vibrant, thriving communities. A skilled facilitator, Kelly enjoys engaging diverse citizens and stakeholders in forward-thinking dialogue and helping communities articulate actionable strategies to achieve their desired future.

Kelly brings a unique combination of experience spanning the federal and local government sectors. She joins Berkley Group from the City of Manassas where she developed an intimate knowledge of Virginia planning practices and supported numerous plans related to parks, housing, and revitalization. Whether it is through long-range planning, zoning, or capital projects, Kelly helps communities identify and implement the tools they need to support their economic and quality of life goals.

Kelly is a certified planner and holds a Master’s Degree in Urban and Regional Planning and Certificate in Economic Development from Virginia Tech.
