Chloe Lewis is an accomplished professional with extensive experience in education policy and advocacy, currently serving as a Strategic Adviser to the Director for Fair Access and Participation at the Office for Students since June 2024. As the Founder and Programme Director of The Catalyst Collective, established in November 2020, Chloe leads efforts to connect young Black women with mentors, overseeing strategy, fundraising, and program delivery. Prior to these roles, Chloe held multiple positions at the Department for Education from July 2019 to June 2024, including Policy Lead and Team Leader, where responsibilities included managing significant contracts and shaping policies to address racial disparities in social work. Educationally, Chloe is pursuing a Doctor of Philosophy at the University of Cambridge and holds advanced degrees in Education from Goldsmiths, University of London, and Durham University, along with a Bachelor of Arts from the University of Warwick.

The Catalyst Collective provides mentoring for the next generation of Black Women. We believe that mentoring can be a powerful intervention in the lives of young women. We recruit, train, match and support young professional Black women with Black teenagers for year-long, meaningful mentoring relationships. Vision: The vision of The Catalyst Collective is to create a society in which Black women are well represented in all educational and professional settings, and Black teenagers can access a range of representative role models to inspire them and to help them develop towards achieving their goals. Objectives: The Catalyst operates with three core objectives: 1. To connect young Black women with relatable role models to act as mentors for a year of high-quality mentoring. 2. To support mentees and mentors in achieving SMART goals which will help them to progress towards future aspirations. 3. To create a rewarding and quality volunteering experience that develops the leadership skills of professional Black women and provides them with access to a wider network and other opportunities.
