Deborah Gray, PhD, is an accomplished professional with extensive experience in health information analysis and research. Currently serving as Director of the PMO and Business Requirements and Director of Data Quality at the Center for Health Information and Analysis since June 2019, Deborah has previously held key roles including Research Fellow at the Center for Financial Security and Manager of Provider Reporting and Analysis at Tufts Health Plan, where responsibilities included overseeing financial forecasts for significant medical costs. Deborah's background also includes managing analytics for health care studies at the Center for Health Information and Analysis, contributing to Affordable Care Act policy research at Day Health Strategies, and serving as a statistician at Freedom Trail Clinic. Deborah holds a PhD and MS in Gerontology from UMass Boston and an MBA from the Heller School for Social Policy and Management at Brandeis University.

The Center for Health Information and Analysis (CHIA) is an independent state agency established as the Commonwealth’s primary hub for health care data and a primary source of health care analytics that support policy development. CHIA's mission is to be the agency of record for Massachusetts health care information, to responsibly steward sensitive and confidential data, and to objectively report reliable and meaningful information about the quality, affordability, utilization, access, and outcomes of the Massachusetts health care system.
