Meggan's educational background includes a Juris Doctor from the Sandra Day O’Connor College of Law at Arizona State University, a Master's degree in International Development from Cornell University, and a Bachelor of Arts in Psychology and Government from the University of Notre Dame. Additional experience includes serving as the Government Relations and Communications Administrator at the Arizona Department of Housing and as a volunteer for Farm of the Child.
