Miléna Castellnou

Chief Programs Officer at The Education Outcomes Fund

Miléna Castellnou currently serves as the Chief Programs Officer at The Education Outcomes Fund since June 2020. Previously, Miléna held the position of Principal and Visiting Fellow of Practice at the Blavatnik School of Government, University of Oxford from January 2022 to January 2024. Miléna was an Associate Partner at Instiglio from February 2016 to December 2019, where significant contributions included leading the design and implementation of a $10 million Results-Based Financing program in Morocco and managing RBF projects across various sectors in Latin America. Prior roles include Research Manager at BDRC Continental, where Miléna oversaw major research initiatives, and earlier positions in legal advocacy and research at Asylum Access and the Human Rights Law Centre. Miléna holds a Master of Laws (LLM) in Public International Law from the University of Nottingham, a Master's degree in Latin American Studies, and an undergraduate degree in Politics and International Relations from Sciences Po Grenoble.
