Jessica Rusu

Jessica Rusu is the Chief Data, Information and Intelligence Officer at the Financial Conduct Authority. Jessica has over 20 years of experience in data and analytics, with a focus on pricing and promotions, verticals and inventory, seller segmentation, customer insight, econometrics, machine learning, and risk management.

Jessica began their career at eBay, where they spent seven years as the Senior Director of Analytics, Customer Insight & Research. In this role, they were responsible for delivering strategic business insight in a variety of domains, including pricing and promotions, verticals and inventory, seller segmentation, buyer analytics, customer insight, econometrics, machine learning, risk management, VAT compliance, and cross-border trade. Jessica also led eBay's VAT compliance efforts in the EU and grew a team of statisticians, econometricians, mathematicians, data scientists, researchers, and business analysts located in the UK, Germany, Switzerland, India, and China.

Jessica then spent two years as the Chief Data Officer at Chetwood Financial Limited, where they built data science and advanced analytics capabilities. Jessica leveraged a proprietary real-time in-house decisioning system to implement advanced decision science solutions for loans and cards portfolios. Jessica also led the company's response to the COVID pandemic at the Executive level with Board and shareholder updates, portfolio analytics, and customer collections strategies.

Jessica Rusu is currently enrolled in an Artificial Intelligence Programme at the Saïd Business School, University of Oxford. Jessica has also obtained an MBA in Finance & Risk Management from the University of Michigan - Stephen M. Ross School of Business, and a B.S. in Management Science & Info Systems from Penn State University. Jessica also holds a certification from the University of Oxford in Oxford Cyber Security.

Jessica Rusu reports to Nikhil Rathi, Chief Executive. They are on a team with Sheree Howard - Executive Director, Risk and Compliance Oversight, Sheldon Mills - Executive Director, Consumers and Competition, and Mark Steward - Executive Director, Enforcement and Market Oversight.
