John Phelps

Staff Director - Committee On Rules at The Florida Senate

John Phelps has extensive experience in legislative administration and international consulting. Currently serving as the Staff Director for the Committee on Rules at The Florida Senate, responsibilities include preparing parliamentary rulings, managing committee meetings, and overseeing support staff. Prior roles include Director of the Historic Capitol Museum, where Phelps managed general administration and developed exhibits. Phelps has also provided international consulting services to legislative bodies in Haiti, Afghanistan, Iraq, Palestine, and Morocco, focusing on organizational and procedural matters. Earlier career experience includes serving as the Clerk of the House for the Florida House of Representatives and research positions with NASA and the United States Air Force. Phelps holds a Master's degree in Social Program Administration from Florida State University and a Bachelor's degree in Experimental Psychology from Eckerd College.
