Starnes earned a Juris Doctor (J.D.) degree from Southern Illinois University School of Law between 2014 and 2017 and holds a Bachelor's Degree in Political Science from the University of Missouri-Columbia, where studies were completed from 2010 to 2014. Education was completed at Freeburg Community High School, graduating in 2010.
