Previous roles at Johns Hopkins University Applied Physics Laboratory include Chief of Strategy and Operations for National Security Space and management positions overseeing significant teams of scientists and engineers involved in advanced systems and technology development. Dr. Carr's notable experience also includes service in the United States Air Force for two decades, culminating in retirement in August 2001. Dr. Carr holds advanced degrees in Aeronomy and a PhD in Atmospheric and Space Physics from the University of Michigan, as well as a Senior Executive in National and International Security credential from Harvard Kennedy School.
