Dr. Carr's notable experience also includes service in the United States Air Force for two decades, culminating in retirement in August 2001. Dr. Carr holds advanced degrees in Aeronomy and a PhD in Atmospheric and Space Physics from the University of Michigan, as well as a Senior Executive in National and International Security credential from Harvard Kennedy School.
