James N. Miller is an experienced policy and analysis professional, currently serving as the Assistant Director for Policy & Analysis at The Johns Hopkins University Applied Physics Laboratory since October 2021. Prior to this role, Miller was the President of Adaptive Strategies, LLC from January 2014 to October 2021, providing consulting on strategy development, international engagement, and technology. From April 2009 to January 2014, Miller held the position of Under Secretary for Policy at the United States Department of Defense, advising Secretaries Leon Panetta and Chuck Hagel and leading a large organization in national security policy-making. Miller's career includes significant roles at the Center for a New American Security, Hicks & Associates, and the Department of Defense, along with academic experience as an Assistant Professor at Duke University. Educational credentials include a Masters and Ph.D. in Public Policy from Harvard Kennedy School and a Bachelor of Arts in Economics from Stanford University.
