Darren Baxter

Principal Policy Adviser, Housing & Land at Joseph Rowntree Foundation (JRF)

Darren Baxter is a seasoned policy expert with extensive experience in housing and land policy. Currently serving as Principal Policy Adviser at the Joseph Rowntree Foundation since February 2019, Darren leads the organization's housing policy program, coordinating internal efforts and engaging external experts for evidence collection and policy development. Previous roles include Policy and Partnerships Manager (Housing) at JRF, Research Fellow at IPPR, and Research Associate at The Centre for Housing Policy. Academic credentials include a Doctor of Philosophy (PhD) in Social Policy and a Bachelor of Arts (B.A.) in Social Policy, both from the University of York. Throughout the career, Darren has demonstrated a commitment to evidence-based policy advocacy and has engaged with stakeholders ranging from government officials to the media.
