David Kramer is the Senior Director for Human Rights and Human Freedom at The McCain Institute for International Leadership. Prior to this role, David served as President at Freedom House and as a Senior Transatlantic Fellow at the German Marshall Fund of the United States. David also held the position of Assistant Secretary of State for Democracy, Human Rights, and Labor at the U.S. Department of State. David holds a Master of Arts (M.A.) in Soviet Studies from Harvard University.
