Katherine MacDonald

Teaching Faculty at The National Judicial College

Katherine MacDonald is a seasoned legal professional with extensive experience in administrative law and taxation. Currently serving as a Board Member for the National Association of Administrative Law since October 2023, Katherine has held significant roles at the California Public Utilities Commission from August 2009, including Assistant Chief Administrative Law Judge and Administrative Law Judge. Additionally, Katherine has been a member of the teaching faculty at The National Judicial College since April 2018. Earlier career highlights include serving as Tax Counsel III for the State Board of Equalization from 2000 to 2009 and as an Associate Attorney at Gutierrez & Associates from 1997 to 1999. Katherine has a diverse educational background, holding a JD from Whittier Law School and an LLM in Taxation from Golden Gate University, along with other qualifications in law and mediation.
