Ted Koutsoubas

Ted Koutsoubas is Chief Strategy Officer and Vice President at Aetna Medicaid. He is responsible for the development and execution of Aetna Medicaid’s growth strategy, relationships and partnerships. Ted works to position Aetna Medicaid as the preeminent Medicaid managed care thought leader and insurer, and leads a diverse set of teams focused on business development, thought leadership, strategic alliances, and research and analysis.

Ted is a subject matter expert in Medicaid and managed care, and has championed the modernization of multiple state Medicaid programs from fee-for-service to managed care delivery systems. He has represented and consulted for nearly every major Medicaid managed care organization across program and plan development, innovations and operations, policy and external affairs, government affairs, and business and corporate development. Ted has extensive experience working with Governors, state agency secretaries and department commissioners, Medicaid directors, state budget officers, and other elected and appointed officials in every state across the country.

A proud first-generation American of Greek immigrant parents, Ted earned his bachelor’s degree from the University of Pennsylvania, and is an active member of the Penn alumni community. Ted serves on the Boards of the Hellenic American Leadership Council and the NewDEAL. He is originally from the State of New Jersey and currently resides with his wife and their Maltese puppy in the Washington, DC metropolitan area.
