The Office for Environmental Protection
Rufus Howard is an experienced sustainability expert and academic, currently serving as the Founder and Director of Greenfriars since October 2019, where professional advisement focuses on sustainability and environmental governance. As Policy Lead for Impact Assessment and Sustainable Finance at the Institute of Environmental Management and Assessment (IEMA) since April 2004, Rufus supports over 20,000 members with policy leadership and expert insights. Additional roles include membership on the Strategic Advisory Council and chairing the Impact Assessment Network Steering Group at IEMA. Rufus Howard is also a member of the Office for Environmental Protection's College of Experts since November 2023 and provides advisory services on environmental and social policies for the International Finance Corporation. Rufus has contributed to various educational institutions, serving as an Associate and Sessional Lecturer, and holds a PhD in Management from the University of Kent, along with multiple degrees in environmental law and biodiversity conservation.

The Office for Environmental Protection
The Office for Environmental Protection (OEP) protects and improves the environment by holding government and other public authorities to account. What we do: • monitor and report on the implementation of environmental law • advise government on proposed changes to the law and other environmental matters • review and report on government’s progress in meeting environmental goals and targets • investigate suspected failures to comply with environmental law by government and public authorities and enforce compliance where needed. The public can make a complaint to us where they suspect that the government or a public authority has failed to comply with environmental law. We were legally created in November 2021, and our work covers England and Northern Ireland.
