Sarah Bolton

Sarah Bolton is a seasoned policy expert currently serving as Managing Principal at Raben since March 2021, where advocacy agendas are developed to support historically marginalized populations. Previously, as the Policy Director for Governor Roy Cooper in North Carolina, Sarah advised on policy and legislation across ten Cabinet agencies. An Independent Consultant prior to that role, Sarah developed policy solutions and advocacy strategies for various organizations and authored reports on education equity. With significant experience in the U.S. Senate, Sarah was instrumental as Education Policy Director on the HELP Committee, co-authoring the Every Student Succeeds Act and advising on key budget issues. Sarah's early career includes roles as a Legislative Assistant and Aide to Senator Patty Murray. Educational qualifications include a Master of Education in Higher Education Administration from the University of South Carolina and a B.A. in English from Appalachian State University.
