David Moskovitz

David Moskovitz has more than 40 years of experience in the power sector, including five years of service as a commissioner of the Maine Public Utilities Commission and six years as a commission staff attorney. A co-founder of RAP, he mentors staff and continues to provide strategic vision and guidance to the organization. He has broad and deep knowledge of utility law, economics, regulation, and power sector related environmental law and policy. Mr. Moskovitz’s seminal work includes analyzing and modifying utility regulatory practices to align utility incentives with energy efficiency and renewable energy goals, creating innovative and practical policies to promote investment in energy efficiency and clean energy supply, and developing opportunities to integrate energy with environmental regulation.

Mr. Moskovitz has been actively engaged in international utility restructuring and regulation issues for more than 25 years. Much of his recent work has focused on China, where he has been working since 1999 with electricity and environmental policymakers on work funded by ClimateWorks Foundation, the Energy Foundation China, the World Bank, and the Asian Development Bank.

He earned his bachelor’s degree in engineering at Purdue University and his juris doctor from Loyola University.
