Billy Pugh

Billy Pugh is a seasoned professional currently serving as Senior Private Secretary to the Scottish Permanent Secretary at The Scottish Government since August 2021. Previously, Billy contributed as a Senior Policy Advisor within the Flooding Team, managing the development of Scotland's first National Flood Resilience Strategy. Educational qualifications include an MSc in International Disaster Management from The University of Manchester and an MA Hons in History from The University of Edinburgh. Additional experience includes roles as a Student Representative at The University of Manchester, where Billy advocated for student needs during the pandemic, and various leadership positions at FreshAir Radio, including Assistant Station Manager and Fundraising Manager. Early career experience includes an E-Business Internship at PricewaterhouseCoopers, where Billy provided technical solutions and created instructional materials for the organization.
