Stephen Kerr

Stephen Kerr is a seasoned professional with extensive experience in public service and law. Currently serving as Director and Programme Senior Responsible Officer at The Scottish Government since January 2015, Stephen Kerr is responsible for implementing devolved social security powers under the Scotland Act 2016. Prior roles include Deputy Director of Social Security Policy & Delivery at The Scottish Government, and Joint Head of the Policy & Analysis Team during a secondment to the Smith Commission. Stephen Kerr has held various leadership positions within The Scottish Government's Higher Education & Learner Support Division and Welfare Division between 2004 and 2014, and has previous experience as a Senior Manager at Deloitte UK and as a solicitor at Dundas & Wilson and McGrigors. Educational qualifications include an LLB in Law from the University of Dundee and a Diploma in Legal Practice from the University of Strathclyde.
