Neal Younghans

Neal Younghans has extensive experience in financial management and public policy analysis, currently serving as Debt Manager for the City of Saint Paul since September 2022. Prior roles include Principal Budget and Evaluation Analyst and Senior Budget and Evaluation Analyst for the City of Minneapolis, where responsibilities encompassed managing multi-million dollar budgets, financial forecasting, and leading infrastructure and economic development initiatives. Neal's background also includes significant experience at the Minnesota Department of Transportation, contributing to major transportation funding programs and budget proposals, as well as roles in research and communication with the Office of the Minnesota Secretary of State and the City of Saint Paul. Neal holds a Master's of Public Policy focused on Advanced Policy Analysis and a Bachelor of Arts in English Language and Literature from the University of Minnesota.
