Shay K. Dugan, MBA, CPM® has a comprehensive work experience in the property management industry. Shay K. currently holds the position of Chief Operating Officer at TM Associates, where they oversee the operations of the company's residential division, including both affordable and conventional assets across multiple states. Their responsibilities include property management for third-party and TM-owned communities, as well as new business development. Shay K. also provides executive oversight for the Training and Marketing departments.

In addition, Shay is a Founding Member of Chief, a private network that aims to empower senior women leaders and drive their success in executive positions. This organization focuses on strengthening leadership journeys, fostering idea sharing across industries, and driving top-down change.

Prior to their current roles, Shay served as an Executive Vice President at Edgewood Management Corporation & Vantage Management, Inc., where they had extensive responsibilities for both affordable and conventional apartment communities. Shay K. played a key role in client relations, fiscal and property operations, new business development, and executive oversight of the Sales and Marketing Department. Before this, Shay held the position of Vice President of Operations at A&R Companies, where they were responsible for ensuring financial success and customer satisfaction. Shay K. also worked closely with the development team on prospective projects and acted as an owner's representative with partners and government agencies.

Earlier in their career, Shay served as a Director of Operations at A&R Companies, where they managed the property management division encompassing residential and commercial properties in the Baltimore and Washington, DC metro areas. Shay K. collaborated with owners to identify and pursue community goals and objectives. Furthermore, they gained experience as a Senior Regional Property Manager at Tarragon Management.

Shay K. Dugan, MBA, CPM® has a diverse education history. They obtained a Master of Business Administration (M.B.A.) degree in Business Administration and Management from The Johns Hopkins University - Carey Business School, which they completed between 2017 and 2019. Prior to that, they earned a Bachelor of Science in Business Administration with a focus on Real Estate Management from Peirce College, which they completed from 2006 to 2009.

Their educational journey began at Temple University, where they studied Environmental Engineering Technology from 1989 to 1994.

In addition to their academic achievements, Shay K. Dugan, MBA, CPM® has obtained several certifications. They are a Certified Property Manager (CPM) from the Institute of Real Estate Management, which they obtained in December 2013. They are also a Real Estate Broker/Sales Agent certified by the District of Columbia Real Estate Commission since August 2009 and the Maryland Real Estate Commission since April 2002. Additionally, they hold a Tax Credit Specialist (TCS) certification from the National Center for Housing Management, which they obtained in January 2007.
