Shakira Naraine

Shakira Naraine serves as the Chief People and Culture Officer at the Toronto Transit Commission (TTC) since August 2023 and is a Member of the Board of Directors for the TTC Pension Plan from July 2024. Prior experience includes working at Public Services and Procurement Canada, where Shakira held the position of Director General for People Development, leading a comprehensive range of HR services for approximately 18,000 employees. Past roles also include Regional Director of Human Resources at Public Services and Procurement Canada, HR Manager at Indigenous and Northern Affairs Canada, and Human Resources Manager at Industry Canada. Shakira holds a Bachelor of Science in Psychology from the University of Toronto Scarborough, a Post Graduate Diploma in Human Resources Management from Centennial College, and an Advanced Certificate in HR Management from Queen's Industrial Relations Centre.
