Bill Cole has a diverse work experience in the field of human resources. Bill began their career in 1999 as a Human Resources Specialist at the Plymouth County Sheriff's Department. In 2000, they moved to the Town of Barnstable, where they served as the Assistant Human Resources Director until October 2002. Bill then took on the role of HR Director at the same organization.

Bill Cole, IPMA-SCP, obtained their Master of Public Administration (MPA) degree in Public Administration from Northeastern University from 1996 to 1998. Prior to that, they obtained their Bachelor of Science (B.S.) degree in Political Science from the same university, from 1991 to 1996. In addition to their educational qualifications, Bill Cole has also obtained certifications from IPMA-HR, including the IPMA-SCP certification in March 2016 and the IPMA-CP certification in January 2003.
