Town of Paradise
Shannon Costa currently serves as the Deputy Executive Officer for the Butte Local Agency Formation Commission since April 2020 and has been an Associate Planner at the City of Chico since January 2015, previously also holding the position of Assistant Planner. In these roles, Shannon specializes in land use, zoning, CEQA, and SMA, preparing staff reports, presenting projects, and interpreting city ordinances and regulations. Shannon also engages with the community and city departments to address inquiries and support planning staff. Additionally, Shannon has been a Planning Commissioner for the Town of Paradise since June 2019 and has prior experience as a Community Development Technician for both the County of Tehama and City of Chico. Shannon holds a Bachelor of Arts degree in Geography, with a focus on Human Geography and Planning, from California State University.

Town of Paradise
The Town of Paradise is a community of 9,000 residents in the beautiful Sierra Nevada foothills about 15 miles east of Chico and 80 miles north of Sacramento. Since 2018, Paradise has been recovering and rebuilding after experiencing the 2018 Camp Fire. Founded in November 1979, the Town is a full-service municipality offering police protection; fire prevention, suppression and medical aid; community development, planning and building safety; public works, capital improvements, and street maintenance; and housing and business development programs. The Town is run through a council-manager form of city government. The Paradise Town Council is the chief policy making body for the Town. The Council is comprised of five members elected at large by the community to four-year staggered terms of office. The Town Manager leads staff in executing the vision and priorities established by the Town Council.
