Robert Johnson is an accomplished professional with extensive experience in accounting and public service. Currently serving as Mayor and Councilman for the Town of Smyrna since April 2012, Johnson has been integral in reviewing town laws, overseeing budgets, and chairing various committees. Johnson is also an inductee into the Delaware State University Sports Hall of Fame for baseball achievements and the Delaware Afro American Sports Hall of Fame. With a background in finance, Johnson held significant roles including State Accountant V for the State of Delaware and Accounting Manager for the City of Wilmington, where responsibilities included managing the general ledger and preparing key financial statements. Johnson is a member of the Finance Oversight Committee for the Smyrna School Board and has contributed to the development of capital budgets and financial planning strategies. A graduate of Delaware State University, Johnson earned a Bachelor of Science in Accounting and Business Administration.

The Town of Smyrna operates under the Council-Manager form of government. This type of local government combines leadership of elected officials as members of our governing body, the Town Council, with the managerial experience of an appointed local government manager. This structure establishes a representative system where all power is concentrated in the elected council and where the council hires a manager to oversee the delivery of public services. In Smyrna’s government, Council Members are the policy makers elected to represent the community and to concentrate on policy issues that are responsive to the needs of its citizens. The Town Manager is appointed by the Town Council to carry out policy, to lead the staff of Directors and Managers of all Town departments, and to ensure that the entire community is being served.
