Matthew Picard is an experienced professional with a diverse background in data strategy, metrics and analytics, business process engineering, and project management. Matthew most recently worked at TQI Solutions as a Data Strategy Project Manager, where they developed a master data model governance structure and collaborated with multiple customers to deliver consolidated solutions for the Navy. Prior to that, they served as a Metrics and Analytics Manager at CACI International Inc, where they developed data analytics tools and served as a subject matter expert for shipyard project management processes. Matthew also worked at Systems Technology Forum, Ltd. as a Business Process Engineer, focusing on infrastructure management for Navy Shore C5I Stations. Before that, they held roles at CACI International Inc as a Business Process Expert and Business Systems Analyst, where they supported project management processes and applied LEAN and TOC principles to optimize shipyard capabilities. Early in their career, Matthew worked at Military Sealift Command as a 2nd & 3rd Mate.

Matthew Picard attended Old Dominion University from 1997 to 2001, where they earned a Bachelor of Science degree in Maritime Business. Matthew also obtained a Third Mate's License during their time at SUNY Maritime College. Matthew then pursued further education at Old Dominion University from 2008 to 2010, where they completed a Master of Business Administration degree with a concentration in Finance.

In 2018, Matthew Picard enrolled in Old Dominion University again and successfully completed a Graduate Certificate program in Business Analytics & Big Data from 2018 to 2021.
