Previously, Shadoe worked as an attorney at Garcia Law Firm, where advocacy efforts primarily supported clients with mental health needs in various court settings. Shadoe's legal career began with roles as a certified limited practice student and an administrative specialist in Delaware, combining research and legal writing with practical courtroom support. Shadoe holds a Juris Doctor degree from the Sandra Day O’Connor College of Law at Arizona State University, as well as a Bachelor of Arts in Criminal Justice and Sociology from the University of Delaware.

Treatment Advocacy Center is a national 501(c)3 nonprofit organization dedicated to eliminating barriers to the timely and effective treatment of severe mental illness (SMI). The organization promotes laws, policies, and practices for the delivery of psychiatric care and supports the development of innovative treatments for and research into the causes of severe and persistent psychiatric illnesses, such as schizophrenia and bipolar disorder.
