Lirim Bllaca

Lirim Bllaca serves as the Chief Operating Officer at TRECCERT, a certification body dedicated to promoting professional development for ICT professionals since January 2020. Lirim co-founded and directs programs at the Institute for Technology and Society, focusing on the intersection of technology and societal impacts. Previous experience includes serving as Head Instructor at the Defense Academy of the Kosovo Security Force, where responsibilities involved program preparation, instructor training, and compliance assurance from August 2019 to December 2021. Additionally, Lirim held the position of Signal Officer with the Kosovo Security Force from July 2013 to December 2021, with a strong focus on leadership. Educated at the University of Potsdam with a Master's in Non-Profit/Public/Organizational Management, and the Rochester Institute of Technology with a Bachelor's in Economics & Statistics and Public Policy, Lirim also completed a Signal Basic Officer Leadership Course at the U.S. Army Cyber Center of Excellence and graduated as a Commissioned Army Officer from the Defense Academy of the Republic of Kosovo.
