Neely Kelley

Neely Kelley is the Business Development Manager at Tsay Construction & Services. Neely has over ten years of experience in project management, with a focus on historical renovation projects.

Ms. Kelley began their career as a Project Manager at Charron Consulting, where they advised high-profile government and defense leaders. Neely was responsible for managing day-to-day activities of employees and contractors through six simultaneous historical renovation projects. Ms. Kelley then took on a role as Program Manager (Contract) - 09L Leads Generation for U.S. Army Recruiting Command (USAREC), where they managed a team of 16 highly qualified linguist recruiters in over 10 cities across the United States, specializing in sourcing low-density languages such as Dari, Farsi, Pashto and Urdu.

In their current role as Business Development Manager at Tsay Construction & Services, Ms. Kelley is responsible for identifying and developing new business opportunities for the company. Neely has a proven track record of success in this area, and has been instrumental in the company’s growth over the past few years.

Neely Kelley has a BS in Business Administration and Management, General from Walden University. Neely also has an Associate's Degree in Commercial Design from NVCC. In addition, they have certification from the US Small Business Administration in Economically Disadvantaged Woman Owned Small Business (EDWOSB) and certification from GSA in GSA Mentor Protege participant. Finally, they have certification from the U.S. Green Building Council in LEED AP.

They are on a team with Reanna Aguino - President, Tsay Professional Services, Inc., Danny Clements - Construction Manager, and Kathy Oselio - Director of Human Resources. Neely Kelley reports to Ron Lovato, CEO.
