Cengiz Yavilioğlu was born on August 20, 1970 in Erzurum.

Economist Dr.; He graduated from Istanbul University, Faculty of Political Sciences, Department of Public Administration. He completed his master's degree in the Department of International Finance, Faculty of Political Sciences, Istanbul University, and his doctorate in the Department of International Economics, Faculty of Economics and Administrative Sciences, Cumhuriyet University. He worked as a research assistant at Cumhuriyet University, Faculty of Economics and Administrative Sciences, Department of Economics, as a visiting professor at the Police Academy, Faculty of Security Sciences, and as Deputy Chairman of the Board of Trustees at Rauf Denktaş University.

He worked as the Head of Finance and Fund Management Department at the Prime Ministry Privatization Administration. In addition, Karadeniz Bakır İşletmeleri A.Ş., Türkiye Denizcilik İşletmeleri A.Ş., TEDAŞ Meram Elektrik Dağıtım A.Ş., TEDAŞ Çamlıbel Distribution Inc., Ankara Natural Electricity Production and Trade Inc., TÜPRAŞ, Turkey Sugar Factories A.Ş. and Türkiye Sınai Kalkınma Bankası as a Member and/or Chairman of the Board of Directors.

He was elected as the AK Party Erzurum Deputy for the 24th Term.

He has articles written on topics such as foreign capital investments, privatization practices, development economics, and books titled "Efficiency and Performance Analysis of Some Privatized Companies in Turkey" and "Privatization Practices in the World and in Turkey" published in 2010.

He served as the AK Party Deputy Chairman of Economic Affairs, a Member of the Planning and Budget Committee of the Grand National Assembly of Turkey, and a Member of the Coups and Memorandums Research Commission.

He served as the Deputy Minister of Finance in the 64th and 65th Governments. He was appointed as the Deputy Minister of Treasury and Finance on January 30, 2021.

Yavilioğlu is married and has 3 children.
