John Riley

Assistant General Counsel at U.S. Copyright Office

John Riley currently serves as Assistant General Counsel at the U.S. Copyright Office, a position held since January 2013. In this role, John authored and contributed to significant rulemakings related to the Music Modernization Act and the CASE Act, among others, and has collaborated with the Department of Justice on litigation strategies concerning copyright issues. Prior to this, John was an Attorney-Advisor at the U.S. Chamber of Commerce, where responsibilities included serving as Senior Manager for IP Enforcement. John holds a Bachelor of Arts degree in Political Science, English, and Communication Arts and Sciences from Penn State University, a Juris Doctor from Penn State Dickinson Law, and a Master of Laws in Intellectual Property from The George Washington University Law School. Additionally, John is a member of the Leadership Music Class of 2023.
