Joel Harrell is a seasoned professional with extensive experience in higher education and student financial aid. Currently serving as a Special Advisor at the U.S. Department of Education, Harrell provides critical analysis of Title IV rules and regulations to support senior leadership in Federal Student Aid. As Deputy Director of the School Experience Group, leadership is provided for strategic operations with over 6,200 Title IV institutions, ensuring regulatory compliance and representation. Harrell also acts as Executive Director of the Office of the White House Initiative on HBCUs, guiding initiatives aligned with Presidential Executive Orders. Prior experience includes serving as Vice President for Enrollment Services and Student Affairs at Clark Atlanta University, overseeing comprehensive enrollment management and student services. Harrell holds a Bachelor of Arts in History/Political Science, along with a Master of Public Policy and Administration and an Ed.D.
