Ray Kellar, P.E. is an experienced nuclear regulatory professional currently serving as the Chief of the Physical Security Branch at the U.S. Nuclear Regulatory Commission since 2004. Kellar has held various leadership roles, including Chief of the Plant Support Branch, Materials Inspections, Repository and Spent Fuel Safety Branch, Fuel Cycle & Decommissioning Branch, and Technical Support Branch, overseeing inspection programs and enforcement actions in Region IV. Prior to joining the U.S. Nuclear Regulatory Commission, Kellar served as Director at Holtec International, managing dry storage projects, and as Project Manager at Entergy, where responsibilities included overseeing dry fuel storage initiatives and plant modifications. Kellar holds a Bachelor of Science in Civil Engineering from Memphis State University.
