Coleen Hogan is a seasoned professional in international development with extensive experience in program management and monitoring. Currently serving as a Senior Program Monitoring Manager at the U.S. Trade and Development Agency since September 2020, Coleen conducts post-award monitoring and provides guidance on grant program delivery. Previously, as a Program Officer at the US African Development Foundation, Coleen managed a portfolio of over 100 grants valued at $15 million supporting grassroots farmer cooperatives in French-speaking Africa, overseeing project budgets and compliance. Additional roles include serving as an International Economist Detailee at the U.S. International Development Finance Corporation and a Research and Evaluation Intern at iDE. Coleen began a career in humanitarian aid as a Refugee Resettlement Specialist with World Relief, directly assisting over 600 refugees annually. Coleen holds a Master’s Degree in International Development from the University of Denver and a Bachelor of Arts in Political Science and Government from Whitworth University.
