Robert Tanner is a seasoned professional with extensive experience in digital trade policy and telecommunications law. Currently serving as the Deputy Assistant USTR for ICT Services & Digital Trade at the Office of the United States Trade Representative since October 2011, Robert leads the development of digital trade policy and acts as the chief negotiator on digital economy and emerging technology issues within the Indo-Pacific Economic Framework for Prosperity. Prior experience includes roles at the Federal Communications Commission, where Robert served as Special Counsel and Assistant Bureau Chief, representing the FCC in international delegations and advising on legal and policy matters. Additionally, Robert worked as a Senior Associate at Davis Wright Tremaine LLP, negotiating interconnection agreements, and began a legal career as an Attorney Advisor at the FCC. Robert holds a Doctor of Law (J.D.) from the University of California, College of the Law, San Francisco, and a Bachelor of Arts in Political Science from California Polytechnic State University-San Luis Obispo.
