Elchin Mammadov

Elchin Mammadov has extensive experience in various roles related to football management and organization. Elchin worked for UEFA as a UEFA Venue Director, where they were responsible for coordinating and efficiently running UEFA club competition matches. Elchin also served as the UEFA Euro 2020 Venue Match Manager at Baku Olympic Stadium and as the EURO 2020 LOS Liaison Manager. Additionally, Elchin was a member of the Club Licensing Working Group and worked as an Assistant in the Club Licensing & Financial Fair Play Unit at UEFA.

In their current position at the Association of Football Federations of Azerbaijan (AFFA), Elchin serves as the Head of Club Licensing and is a member of the Disciplinary Committee. Elchin previously held the position of Head of Club Licensing at AFFA from 2013 to 2018. During their time at AFFA, they were actively involved in the match organization process, primarily as a Team Liaison Officer (TLO) for away teams and occasionally as a UEFA Delegate/FIFA Commissioner's Liaison Officer. Elchin also served as a Match Delegate for the Azerbaijani Premier League.

Elchin's experience also includes working as the Head of the Youth Competitions Department & Registration Unit at AFFA, where they supervised the organization of youth leagues and other tournaments, prepared competition regulations and budgets, and collaborated with domestic IT companies for database implementation. Elchin also worked as an Expert in the Club Licensing Group at AFFA.

Elchin has shared their expertise as a guest lecturer on Club Licensing at the International Football Business Institute (IFBI) and as a Match Delegate for football competitions at the Baku 2017, 4th Islamic Solidarity Games. Elchin also served as a Match Director at the Baku Olympic Stadium for the UEFA U-17 European Championship Azerbaijan 2016 Local Organizing Committee (LOC).

Elchin Mammadov pursued their education in a diverse range of fields. Elchin began by completing a Bachelor's degree in Engineering at Azerbaijan Technical University from 2004 to 2000. Later, they moved on to obtain a Certificate of Advanced Studies in Football Management from the University of Lausanne, which they attended from 2015 to 2016.

In 2016, Elchin enrolled in two Master's degree programs simultaneously. Elchin pursued an Official Master's degree in Business and Economics, specializing in Sport Management, at the Universitat Autònoma de Barcelona. Concurrently, they also obtained a Master's degree in Sport Management from the Johan Cruyff Institute, both of which they completed in 2017.

Additionally, Elchin Mammadov has obtained several certifications to enhance their skills and knowledge. In November 2008 and May 2011, they attended various UEFA grassroots football workshops and an Elite Youth Football Workshop, respectively. Elchin also completed ISO 9001:2008 Quality Management System Training Courses, both as an Auditor in January 2009 and as a Lead Auditor in December 2009, offered by Sgs United Kingdom Ltd. Furthermore, they received training in Project Management from STS | the project management training company in November 2018 and completed Time Management Training from TACK-TMI INTERNATIONAL SWITZERLAND SA in January 2019. Lastly, Elchin acquired further expertise through additional certifications, including Intelligence Training from CultureLink Settlement and Community Services in January 2019 and Safety, Security & Service at Sport Events offered by the Council of Europe in July 2020.
